Has Malta fully legalised cannabis?

No. Malta has partially decriminalised specific adult activities within defined limits. Public use, supply, unsafe driving, and other activities remain restricted or prohibited.

How much cannabis may an adult possess?

Official ARUC guidance describes up to 7 grams in public and up to 50 grams of dried cannabis at home as partially decriminalised. Other quantities may carry fines or criminal consequences.

How many plants may a household grow?

Current guidance describes a maximum of four plants per household for personal use. Plants must not be visible to third parties.

Can adults share or sell home-grown cannabis?

No. Sharing or selling cannabis remains prohibited. Personal cultivation does not create permission to supply another person.

Can tourists join a Cannabis Harm Reduction Association?

No. ARUC states that tourists may not become members and that a Malta-issued ID card or residence card is required as proof of residence.

Where can eligible residents find a licensed association?

Use the official ARUC registry of associations with an operating permit. Contact an association directly to ask about membership.
