Adult users under the framework

Personal possession

Adults may possess cannabis within the limits described by current Maltese law and official ARUC guidance.

Regulated access

Eligible adult residents may seek membership in one licensed Cannabis Harm Reduction Association with an operating permit.

Personal home growing

A household may cultivate up to four plants for personal use, provided the plants are not visible to third parties.

Information and privacy

ARUC provides public guidance and says association enrolment uses an anonymous centralised system intended to prevent membership in more than one association.

Responsibilities of users and growers

  • Keep possession and stored dried cannabis within current limits.
  • Keep home-grown plants private and out of view of third parties.
  • Do not share, sell, import, or export cannabis.
  • Do not consume cannabis in public or in the presence of minors.
  • Never drive or operate machinery while impaired.
  • Respect tenancy, employment, association, and property rules that may also apply.
